On the basis of the new wooden barrel theory,the paper presents low efficient engagements of our country business project,and proposes the seamless integrated operation pattern by studying on the operation procedure and organization.In the operation procedure aspect,property management is introduced into earlier period and further emphasized different from the former plan way.In view of the fact that each stage of project involves different professional knowledge,the departments were designed which should be related in each stage and definition of their responsibility to realize the seamless process for the whole operation of project.
