To research on the effects of specific factors affecting the flow of human capital,this article builds a regression equation with net flows of human capital as the dependent variable,professional levels of human capital,industrial agglomeration,urbanization rate and GDP per capita as four independent variables,and empirical tests of the effects of each factor on the current human capital flow in Hebei province. In the case of removal of multicollinearity and correction for heteroscedasticity,empirical results show that specialization human capital stock and urbanization rate have the negative effect on human capital flow in Hebei province,and the level of industry concentration has the positive effects on human capital flow in Hebei province,but its effect level is far behind other provinces and cities in the eastern region.
