Abstract:Based on the concept of "non-citizen" which is corresponding to the concept of citizen,the paper thinks that "non-citizen" includes subjects and bums,and at the same time,the consciousness of "non-citizen" includes the consciousness of subjects and the consciousness of bums.On essence,the consciousness of bums belongs to the consciousness of subjects,but is different from the consciousness of subjects.Both the consciousness of subjects and the consciousness of bums are consciousness of "non-citizen" and should be improved to the consciousness of citizens.
