In the paper,a new voice center platform is designed and implemented based on VoiceXML.This system's main skills inchds the realizement of DTMF,TTS and OpenVXI.The article build up a Voice Service system which can bu used on the library and define the main functions of the system,service flow chart and VXML codes according to the practical situation.
