In an open economy,it's very dificult for Hebei province to achieve technical progress independently.So using foreign capital and foreign direct investment are effective choices for promoting Hebei province economy.As important parts in boosting the economy,utilizing overseas investment has a direct bearing on foreign direct investment.Taking Hebei province for example,this paper explains how the two factors interact with each other because the understanding of the interaction plays an important role to the development of Hebei economy.
