"Welfare state'began in the 1880s and had been greatly developed in the major capitalist countries after World War II.The policy was implemented after the war because of high development of social productive force, working masses'long—term unremitting struggles for social rights, challenges from socialist countries and the prevalence of some ideological trends such as Reformism in western.But the policy has been facing a series of dificulties in recent years.many capitalist countries have been reforming it continualy.The"Welfare state" policy is essentially a self—improvement measure within capitalist framework though it has positive social effects.It hasn't changed and can not change the opposition between capital and labor in capitalist society, no mention of changing the nature of contemporary capitalist system.
