In order to follow the logical clue of the historical experience, realistic response and future trend, andto more systematically investigate the new developmental opportunity of small and medium-sized enterprise inHenan province, this paper, using CAS theory, constructed the system of Henan government, small andmedium-sized enterprise and environment, and researched the system's evolutional direction. The results showsthat, as adaptive agent in the system's evolution, Henan government putting forward and carrying out thestrategic conception of constructing economy area of Central Plains is a reflection to external stimuli throughadjusting their behavior rules in the complex system evolution. According to modern enterprise system'srequirements, using the construction's opportunity of the economy area of Central Plains, standardizingoperation, developing and expanding oneself will be important development strategy choice of the small andmedium-sized enterprises in Henan Province during the long period of the future.
