There exists internal unity between inclusive growth and optimizing the relationship of public economyand private economy. The public economy has problems of absence and of}'side, while the private economy suffersdual constraints of developing environment and its own competitive ability. The two don't have sufficientinteraction or mutual support. The reasons mainly lie in such aspects as the lower and unbalanced productivitylevel, the imperfect system of public economy, the flexibility of government functions and the disadvantages ofthe traditional property system. To resolve these problems, the realistic way is to position the developing space forthe public economy and private economy, improve the economic adjustment mechanism, regulate property orderand create a harmonious developing environment.
