Effective implementation of the independent innovation science and technology policy is verysignificant for promoting the enterprises' core competence, and regional competitiveness and building theinnovative country. The paper summarizes the present research on innovation theory and independent innovationscience and technology policy both at home and abroad, analyzes the three parties relations of the innovativeenterprises, the government and the market. It puts forward the existing main problems of implementing theenterprises' independent innovation science and technology policy based on the three parties, and provides theimplementation countermeasures and suggestions. This paper aims to provide some reference for the enterprisesto improve their independent innovation ability, and for the government to improve its effectiveness ofimplementing the technology and science policy.
