This thesis introduces the concept of critical discourse analysis, discursive practice, the order ofdiscourse, and the genre chain. On this basis, through the interpretation and analysis of the series of discourses,such as "On proposed guidelines for graduated pricing of citizens' domestic electric power usage", "AnExplanation of the Graduated Electricity Pricing Plan by a Relevant Official in the CNDRC", and "A FeedbackReport of Seeking Advice", that proposed by the Development and Reform Commission, from the perspectiveof the relations between the government and the public, the thesis shows the fact that the government's power isin a dominant position to the public. Then from the genre chain perspective, the government guides orinfluences the public perception through the application of genre chain. It is thus clear that the government haspromoted the reform through a series of discursive practice.
