The development and improvement of the performance evaluation system of Handan government starts from the model of water engineering in 1987.The performance evaluation is the main means of Handan City government performance evaluation system.This paper combines the qualitative assessment and quantitative evaluation method,and daily monitoring and periodic evaluation.Study on the government performance management thought,system and mechanism,and index system improves the administrative management level in Handan City,makes great contribution to the realization of the " Twelfth Five-Year Plan",the implementation of the tasks and requirements of the eighth provincial Party Congress,and guarantees the rapid and healthy development of economy and society.
