In order to improve quality of the sci-tech novelty retrieval, this article studies the subject, object, aim, criteria, indexes, methods and rules of the sci-tech novelty retrieval quality with the all -around evaluation system. It also studies the indicators of formal evaluation, content evaluation and useful evaluation of sci-tech novelty retrieval quality.
