The coordinated development of Beijing-Tianjin-Hebei is the latest feature of north of China which means the requirements for scientific intellectuals has confronted with new challenge, and the inter-language pragmatic abilities is one of them. However the university students of Hebei province are quite weak in this field and uncompetitive, it is rally urgent to develop their inter-language pragmatic ability by linguistic strategies and real language environment through changing the traditional teaching pattern and making full of the learner's potential, so as to improve the overall competiveness of university students and meet the demand of new economic development.
