New urbanization can't advance without the development and prosperity of culture, and the construction of public cultural service system is an important part in the new urbanization progress. In the new urbanization progress, all levels of society will have new demands for public cultural service system. In response to these demands, we try to explore realistic strategies and to meet people's demands for public culture, which is the focus of this study.
