The paper starts from the Fourth Plenary Session of the Eighth Thematic Discussion of "ruling the country according to law", goes by the needs of the rule of law strategy, the theoretical framework and the principle and factors of combing the colleges and Universities under the present educational system reform to continuously promote the trend of the times to enhance the competitiveness of development demands and adapt to the reform.
