Based on the implementation procedure of enterprise's innovation, this paper designs the evaluation system from the aspects of evaluation model structuring, innovation capacity index and its weighting factors. The establishment of evaluation system of enterprise's innovation capacity is beneficial to the independent building of innovation system inside the enterprises and improvement of enterprise's innovation capacity. Besides, exterior innovation funds should be introduced to the enterprise, leaving profound influence to promote the building of innovation-oriented country.
