Through the literature analysis, this paper analyzes the present situation of college students' ecological culture in Hebei province. Based on the problems occurred, this paper searches for the obstacles from the psychological perspective. And according to the Attitude-Compliance-Behavior law, it finds an effective way to improve college students' ecological attitude and ecological behavior, in order to improve the ecological quality of college students.
