As a state-level strategy, Synergetic Development Strategy gives Hebei province a historical opportunity to accelerate development. It's urgent for Hebei Province to accept industrial transition from Beijing and Tianjin. But how to stimulate the accepting result is a problem that needs solving as soon as possible. In the paper, the problems existing in the process of stimulating industrial transition are analyzed comprehensively on the basis of theoretical fruits. Thus the corresponding countermeasures are advanced to stimualte the accepting result effectively. The macroeconomic decision-making by the related branches can be inspired as a result.
