Abstract:China has initiated new strategies such as “Belt and Road”, “Silk Road on Ice” on the basis of the traditional Silk Road as a way to develop the economy and culture of the country in a more complicated situation of the world today. The “Silk Road on Ice” in this new era is a new strategy for China to participate in the international trade. Harbours in the area of Beijng, Tianjin and Hebei Province, with their tremendous cargo-handling capacity and amazing goods collecting and distributing function could well serve as the starting end of the “Silk Road on Ice”.
