The declining trend of the birth rate of our country is irreversible and it will bring unprecedented challenge to our higher education. It is an important task for China's higher education to explore the transformation path by using the declining birth rate of population. Single and extensive management of higher education is no longer sustainable. Measures should be taken such as improving education supply, increasing education expenditure, deepening education reform, and establishing exit mechanism to promote the healthy development of higher education in China.
