Abstract:As a world-class industrial power, Germany is China's all-round strategic partner. Under the background of the implementation of the national strategies of "German Industry 4.0" and "Made in China 2025" and the relatively slow economic development in Northeast China, it is of great practical significance to promote the investment cooperation between Germany and Northeast China to revitalize the economy of Northeast China. Therefore, this paper analyzes the main characteristics, problems and challenges of investment cooperation between Germany and Northeast China under the new situation. The results show that the main problems and challenges are as follows, the Novel coronavirus pneumonia, the China-United States trade war and macroeconomic slowdown have weakened investor confidence, investors' concerns about China's market access and investment environment, the shortage of funds for SMEs and financing challenges, the rising cost of local wages and the shortage of professional and technical personnel. This paper puts forward that the government should further improve the investment environment, boost the confidence of enterprises, deepen the cooperation of advantageous industries and develop emerging industries, jointly develop third-party markets, give full play to the intermediary role of the Chinese and German chambers of Commerce and trade associations; strengthen exchanges and cooperation of partner provinces and prefectures; promote economic and trade cooperation and human exchanges between China and Germany; strengthen the talent introduction and internal education with the guidance of serving the local demand.
