The fourth plenary session of the 19th CPC central committee proposed that we should adhere to and improve the social governance system of co-construction, co-governance and sharing. Sharing and co-construction and co-governance are inseparable. To insist on the development of sharing, we need to explain it from the theoretical basis、internal requirements and system guarantee. Shared development has profound cultural deposits, is the inherent requirement of Marxist party, is the contemporary expression of people's livelihood ethics; Shared development puts people first, upholds fairness and justice, upholds social stability, and upholds socialist core values. Shared development needs to be consolidated and improved from the leadership system of party committees, government responsibility system, democratic rights guarantee system, income distribution system and poverty alleviation mechanism.
