Engineering education certification is of great significance to improve the quality of talent training and is the highlight of the new engineering construction. It is very important to establish talent cultivating pattern of local universities under the background of new engineering and engineering education certification. Combined the orientation and characteristics in running a school of Hebei University of Engineering, this study determine the target of talent-cultivating of Surveying and Mapping Engineering based on the student-centered and outcome-oriented. Construct the teaching system, engineering practice ability of students, construction and practice of teaching quality monitoring system were discussed. Then, new education mode of "four-in-one" was constructed. This study can improve the quality of human resources training and promote the sustainable development of professional construction, as well as provide reference for the teaching reform of similar local universities.
