Abstract:In response to the epidemic in 2020, cities across the country have taken a series of prevention and control measures to collect and register citizens' personal information, so as to maintain urban security, social stability and citizens' health. However, there are hidden worries of information abusing behind these prevention and control measures. How to balance the state of emergency with the protection of personal information has been discussed and disputed in the society. From the perspective of the application of health QR code,this paper combines with the relevant provisions of personal information protection newly added in The Civil Code, to analyze and refine the characteristics and key issues of personal information protection under the state of emergency, and put forward the preliminary idea of improving the personal information protection system under the state of emergency in China.
