Abstract:There are some problems in the practice of the one shoulder multi-task system, which means one chief leader bears the dual duties of Party and administration work in a village. To be specific, the problems include the ambiguity in the way of election and the lack of supervision, thus, causing some tension in the construction of grassroots democracy. However, this democratic tension is only an external sign of immature system construction. The democratic values inherent in this system include the unity of the Party's leadership and the people's ownership as well as the unity of the grassroots democracy system and the organization construction. Therefore, it is necessary to explain the democratic logic of the system. It is suggested to promote the sustainable development of this system at two levels, that is, external system construction and endogenous resource development.
