Abstract:The Third Plenary Session of the 20th Central Committee of the Communist Party of China pushed the modernization with Chinese socialism to a new historical stage by focusing on further comprehensively deepening reforms and advancing Chinese modernization. The development of whole-process people's democracy is an essential requirement of Chinese modernization and a political path to realizing a new type of democracy in which the people are the masters, thus providing a top-level design for their broad participation in public affairs and the safeguarding of their own rights. The realization of whole-process people's democracy not only relies on institutions, but also requires the enhancement of the people's democratic credentials in public interactions. The enhancement of the people's democratic credentials relies on mutual education, that is, strengthening the people's awareness of democracy, improving their democratic credentials and enhancing their ability to participate in public affairs, thereby consolidating the political commitment and sociocultural foundations of whole-process people's democracy, and providing an important political underpinning and value guide for the realization of Chinese modernization.
