Abstract:Emerging from China's long-term social practice, public security mediation is a Chinese solution to resolve conflicts and disputes. As a non-litigious way to resolve disputes, it has unique advantages and an important position in the multi-resolution mechanism of conflicts and disputes among grass-roots. Still, this paper holds that the dilemma in public security mediation mainly involves its application, the improvement of the system, the coordination with other dispute resolution mechanisms, etc. It follows that public security mediation is faced with such practical difficulties as insufficient system support, limited quality and effectiveness of agreements, unbalanced status within the system, poor digital integration, etc. To some extent, the emergence of these difficulties has increased the difficulties of public security mediation in resolving trifling conflicts and disputes. Therefore, it is necessary to optimize the mechanism by perfecting relevant legal norms, strengthening the legal effect of agreements, bettering the coordinated and linked mechanism, exploring the integration of public security mediation and digital governance, and so on. Accordingly, the application effect of dispute resolution mechanism can be improved further at the grass-roots level.
